CivilNet belongs to the Civilitas Foundation, whose ultimate beneficial owners, according to the submitted declaration, are Mihran Minassian and Vartan Oskanian. MOM Armenia reports that Civilitas founder Vartan Oskanian was a member of the Prosperous Armenia parliamentary faction at the time of a 2012 criminal case against him.
