Civil Contract faction MP Sarik Minasyan told journalists that, in Minasyan's view, the Russian 102nd military base in Gyumri does not solve security problems, although it brings economic activity to the city. Minasyan noted that the base's officers are exempt from property tax and said there would be no problem if the base were withdrawn. According to the MP, in the event of a war with Turkey the base could hold out for only 20 minutes.
