Foreign Minister Ararat Mirzoyan told the National Assembly that Azerbaijan is publicly saying it will not sign the peace treaty until Armenia changes its Constitution. According to Mirzoyan, Azerbaijan does not put this forward as a demand or condition in the negotiation process, but when the Armenian side proposes signing, it responds that the Constitution must first be changed.
