According to the State Control Service, the 2003 tender to privatize the state shares of Energachap CJSC was won by Golden Roof, owned by a person affiliated with the former chairman of the board of directors of Electric Networks of Armenia (ENA), even though the other participant had offered an investment of 1.34 billion drams. The service says the then director of ENA interfered in the selection. The report has been submitted to the Prosecutor General's Office.
