The Supreme Judicial Council has reprimanded Gevorg Manukyan, a judge of the Armavir regional court, for recusing himself from the case of Archbishop Arshak Khachatryan. The Ministry of Justice had initiated the disciplinary proceedings based on a report from the Prosecutor General. The recusal was justified on the grounds that the judge had previously worked in the investigative department that investigated the case. Manukyan said the authorized body must present substantial facts, not assumptions.
