On November 2, a five-judge panel of the ECHR Grand Chamber rejected Azerbaijan's request to review the June 18 judgment in the case of Hayk Toroyan, an officer killed during the April 2016 war. The judgment is now final. The court had found violations of the right to life and of the prohibition of torture and ordered Azerbaijan to pay 90,000 euros in compensation to the victim's relatives. Another 21 complaints concerning the same events are still under review.
