CSTO Secretary General Taalatbek Masadykov said in Minsk that the Collective Security Council may discuss applying Article 25 of the charter to Armenia on November 10. The article provides for the loss of voting rights and the suspension of nominations to quota positions in the event of two years of arrears to the budget. According to him, the draft decision was submitted by Russia, and the question of expelling Armenia is not being discussed.
